What it is and Why it Matters
Measure O updates and simplifies Concord’s business license tax structure.
The current business license tax is outdated, regressive, and difficult to navigate.
Measure O is equitable and transparent, improving tax fairness across businesses of different sizes while maintaining a predictable business environment.
The uniform rate structure will be set at 0.1% of gross receipts.
This measure will provide $2.9 million annually for growing unfunded infrastructure needs, such as maintaining and repairing roads and parks, supporting emergency services, and funding other core public services that Concord residents rely on to protect our quality of life.
The business license tax will be paid directly by businesses, not residents.
The Concord City Council unanimously placed Measure O on the November ballot after months of engagement with the business community and feedback about priorities for city services.
